In different countries or even amongst different communities he is portrayed in many different ways. In a predominantly white area you'll likely find more "white pictures of Jesus" because those churches think that their followers will relate better. For example if you go to Mexico you'd find most pictures of Jesus portray him with brown eyes and brown hair.

In a way, I think it may have been God's plan to leave us to our own imaginations about how He or Jesus looked. People tend to ascribe features and mannerisms they are most comfortable with to Jesus and even God because 1) that is what they are most familiar with and 2) it makes it easier for people to follow a leader who resembles them. That's just common sense. Most of our politicians and world leaders go to great lengths to show how much they're like the common masses.
