I like M.A.C. pigments since they stay so bright. I have looked on youtube, etc. One thing about the M.A.C products though I can only get them across town, so I don't go often. If you can recommend a high pigmented shadow, that's cheap.

You sound a lot like me! Dark hair, fair skin and blue eyes. Browns do a great job of making your eyes pop. The lady at MAC also had me try some ORANGE and it really looked great with my eyes. So weird, but I loved it!
