All the Scandinavian countries (Norway, Sweden, Denmark) have a rather large percentage of blondes. So do the Baltics (Latvia, Lithuania, Estonia). In fact, I think Lithuania is the country with the most blondes (can't find the link now, but I remember reading it somewhere). Other areas with substantial blonde populations are : Northern Russia, Poland, Netherlands, Germany.

ICELAND- its not in Eastern Europe but i read in the encyclopedia that 90% of them have BLUE eyes -- the highest rate in the world!
