Use a few shades of foundation lighter than your skin now so it looks like your skin is porcelen looking and it gives it that glow. Line your eyes in black eyeliner and go over it a few times, wear bright eyeshadow like neon, lots of long lash mascara like MAC, clear lip gloss, and some pink blush.

Your complexion sounds really cool, i'd spice it up with jet black eyeliner and deep red lipstick. either go completely pale with your skin or add a light pink/creamy blush. don't overdo it though or you might look skanky...
