are we talkimg hair colour or face make-up? i have noticed that blood-red lipstick suit a lotta blonde-haired pale girls (but thats an old-fashioned marilyn manson/gwen stefani thing) soft pinks or certain reds that don't catch too much attention may suit your lips... i think a neutral green eyeshadow mite go... or autumn colours that blend in with your pale complexion...
don't go for eye colours that are wayyyyy too contrasting with your pale complexion. like shocking dark colours...
if having a pale complexion may bother u in being able to choose the right colour, try and find a foundation liquid or powder that is a shade or two darker than yours and apply it lightly blending it in so it looks balanced all over your face...
mascara will be great for focussing the beauty of your blue eyes...
a slightly light pink would also do on lips or eyes maybe but just remember that the colours you choose must not camouflage with your complexion (nude browns, really light pink) OR have a HUGE contrasting difference (black, dark blue or pink)!

Anything that doesn't make you look washed out. Red and Navy are pretty. So is medium to dark grey, black, and brown. Green's nice too.
