I am the same too! Blue eyes brown hair, Fair skin, Its hard for me to wear black eyeliner because it tends to look to over powering, Ones I have found that look good are Browns, Grey, BlueGrey, Burgendy, Blues, purples and White.

Eye shadow that is really nice Bronze because it goes with most of these eyeliners.

Dark Brown, and also eyeshadow in the browns too (if you wear it). Trust me, brown looks so great w/ blue eyes and fair skin.

I would totally go with the light colors. But mostly light browns and blues. But if you are going really dramatic I'd go with black but don't do it that much. Hope I helped :)

I am the same exact coloring as you, and I get a lot of compliments when I wear brown eyeliner - really any shade, but I prefer chocolate brown. A deep purple/plum also looks really nice!
