I think the best to use is a dark brown. i have the same color eyes and get many compliments!

I have the same color eyes/hair, and I wear a dark brown eyeliner (Bobbi Brown in Sepia). It seems to give a defined look--but not too hard, as black seems to look on me. Also, a bronze would complement the blue eyes/brown hair.
