Most of them should, well any good ones should. If they don't its probably easy enough to do it yourself!

of course they do! i know because my sister has dark brown hair and she highlighted it blue! if you don't find any salons that do it then you can try a hair gel that makes your hair blue! my sister uses that too! its called Splat. hope this helps! good luck!!!
