light purple (not bright or dark) eye shadow makes blue eyes look beautiful!! try brown or black brown mascara, and eyeliner of the same colors if your eyes are NOT small. eyeliner makes small eyes look even smaller, but can make bigger eyes look radiant! blue eyeliner would be great with the purple eyeshadow too, to mix it up every once in awhile.

"Key" and "Mambo" would be perfect! and remember--black/brown or brown eyeliner, because black would most likely be too harsh for your blue eyes and fair complection

dark blue on the top lashline and brown on the bottom lashline or else a thin line of black. then use light blue silvery eyeshadow on your lids and use black mascara. Gorgeous!

I have the same complexion as you. You could probably pull off a nice sapphire blue or light blue, and black, but don't go too all out with it. You have to be careful. Make sure that if you do have eyeliner, you smudge it with a q-tip or eyeshadow applicator to blend it after applying it.

Dark brown or navy blue or even charcoal. Avoid blue eye shadow though.
