My hair and eyes are kind of like yours, so i guess i can help. I suggest using a light pink color eyeshadow from your lash line to your brow bone and then a darker pink from your lash line to your crease. Finally, use a really dark pink in your crease. Then use a black mascara and brown eyeliner. To compliment your eyes, use a tinted lip gloss and a warm peach blush. Brown eye liner or a brown/black will set off your eyes if you line top and bottom along with lining the inside-bottom lid with a white liner. This makes your eyes look larger and your Whites brighter giving your blue color a "pop". try it....you will start getting compliments almost immediately.
